Executive Summary

This Technology Plan for Eagle Pass ISD reflects ongoing strategic goals and strategies from previous technology plans. This new technology plan incorporates new technology programs and updates various new curriculum and Texas Long-Range Plan requirements. We have included Eagle Pass ISD's District Improvement Goals, budgets, timelines and available resources. This plan is a living document and will be periodically updated to include new requirements, newly acquired funding opportunities and changes in technology. It is the responsibility of Eagle Pass ISD to prepare our students to live and learn in a technology rich environment. The purpose of this plan is to establish technology as an integral part of the educational setting. This plan builds on Eagle Pass ISD’s vision statement, our beliefs in technology and our K-12 instructional goals as they relate to technology skills. Through this plan we hope to provide equitable access to the use of technology to enable students to become life long learners. Due to rapid technological changes and new developments, technology planning must be a continuous process in Eagle Pass ISD. The District Technology Committee has developed the District Technology Plan around the Instructional Goals of Eagle Pass ISD. Primary emphasis is on student instructional needs. A comprehensive long-range technology plan is essential for the successful implementation of technology throughout education. This technology plan is built upon the guidelines established by the National Education Agency, Texas Education Agency and the District’s strategic plan. All areas of education, with emphasis on instruction and student achievement, are affected by this implementation plan.

Needs Assessment

Assessment Process:
This plan will be using the STaR Chart to assist in the technology planning process. The STaR Chart and individual campus results of the STaR Chart are included in the appendix (Appendix A).

The Texas Education Agency Educational Technology Advisory Committee (ETAC) developed the Texas School Technology and Readiness (STaR) Chart, an online resource tool for self-assessment of district’s efforts to effectively integrate technology across the curriculum. The statewide Educational Technology Coordinating Council’s (ETCC) State of Texas Master Plan for Educational Technology recommends that this rubric serve as the standard for assessing technology preparedness in K-12 schools.

The Texas STaR Chart is a tool designed for use in technology planning, budgeting for resources, and evaluation of progress in local technology projects. Future applications for state funded technology grants will request a completed district Texas STaR Chart profile to be filed with the application as an indicator of current status and progress and as a formative and/or summative evaluation tool. The online assessment may be used as a basis for dialogue with staff, administrators, technology directors, school board members and community leaders to plan for future growth.

All teachers were required to complete the Texas Teacher StarChart online survey. All principals were trained on campus administrative procedures during the month of November. Principals were then responsible for verifying and issuing teacher accounts during the January Teacher Star Chart training. All new users were required to verify their StarChart account by following a link that was embedded within an email message. Once the teacher surveys were completed, campus principals finalized the Campus StarChart.

A physical inventory process was completed where all hardware devices were identified and inventoried at each campus. This data was compiled and shared with the District Technology Committee as part of the ongoing assessment process. In the future, all technologies will be posted on the campus website and included within the Campus Improvement Plan and District Improvement Plan. All results will be considered and included as part of the Computer Replacement Cycle process(Appendix D).

The Eagle Pass ISD’s technological intent is to prepare our students to live and learn in a technology rich environment. Staff Development:
Teacher technology staff development is available utilizing several modes of delivery. The first is face-to-face traditional technology training conducted by our training partners, ESC20, or partner vendors that assist in product deployments. Another is Just-in-Time training available at the campus level. All training is aligned to existing hardware and software and incorporated technology integration strategies.

Student Technology Assessments:
The Eagle Pass ISD will continue to administer a technology competency examination to all district 8th graders as per state mandate. Eagle Pass ISD will take advantage of a free assessment instrument being provided by a collaboration between TCEA, TEA and Learning.com. EasyTech by Learning.com is currently being utilized by all campuses to address Technology Applications, Keyboarding skills and Internet Safety curriculum.

Technology Equipment:
Curriculum demands that require the use of online digital resources and multimedia are being placed on classroom teachers and students at all grade levels. These changes are reflected in updated state required curriculum and are embedded in all new instructional materials. Eagle Pass ISD developed a plan to equip each classroom with the necessary technology tools to fully integrate these new online resources into all lessons. Each classroom solution includes an interactive whiteboard, laptop computer, document camera, cart, projector, Polevault control system with ceiling mounted speakers, student response system and all necessary training. Each category of equipment was evaluated and a standard solution was selected to facilitate end-user training and peer-group support. This strategy guarantees that teachers would be able to effectively plan and utilize all tools regardless of classroom location. There are approximately 500 classrooms equipped with the Intelligent Classroom solution. This represents almost all grade levels except 1st and 2nd. The majority of campuses have two static computer labs and one mobile lab to facilitate technology integration.

Eagle Pass ISD has made great progress in increasing the amount of computers per student. There is an average of 2.5 students per computer district wide (Appendix C).

The hardware and network infrastucture facilitates the delivery of online services and resources such as Discovery Education Streaming, EBSCO databases, publisher resources and other online integration tools. This infrastructure also facilitates the use of our Gradespeed online teacher gradebook for grade and attendance data and the administration of state assessments such as TPRI and Tejas Lee. Additional support is also extended for various courseware solutions such as EasyTech, Pearson Successmaker, Orchard Solutions, ThinkThroughMath, iStation, My Reading Coach and other web-based solutions.

The District has made a tremendous commitment and investment in improving our 21st century technology applications and hardware/software solutions. We have focused our strategy on getting every classroom in the District networked and setting up at least two computers with Internet access per classroom. Our District is now faced with a challenge of training all teachers and staff to take advantage of these available resources and integrate technology into all content curriculum.

Students and Teachers have the opportunity to participate in Distance Learning and Videoconferencing through our netVision20 Consortium. The District has made a tremendous commitment in our Distance Learning infrastructure in acquiring a codec unit at all elementary and secondary schools. All efforts will be made to train staff in the operation of these units and the availability of video conference sessions that would benefit student achievement at all grade levels.

Mobile Lab technologies have been successfully implemented at all campuses. A major focus will be the acquisition of laptops, data projectors, and interactive whiteboards for all district classrooms. This will facilitate Technology Applications initiatives and promote positive student achievement.

The district’s goal is for all users to continue to increase technology skills to best utilize available technology resources. There is a significant need to assess student and teacher technology skills to improve program implementation.

Evaluation

Evaluation Process:
The Texas STaR Chart will be the District's tool used to help assess progress made toward meeting the goals of the Long Range Plan for Technology. Each Campus Principal will be required to monitor the campus' progress and to update their chart each year. Also, inventories of existing and purchased equipment will help the District work towards our goals.

The District Technology Committee will meet at least two times per year to monitor and update this plan. Findings will be reported on our district website and communicated to all stakeholders throughout the district.

Evaluation Method:
The progress of the District's goals and timelines will be monitored by the District Technology Committee (DTC). This data may include Technology Surveys, student technology proficiency rates, teacher evaluations and other documentation outlined in the plan. The DTC will meet at least once every semester and an annual report of the District's progress will be provided as requested by the Superintendent of Schools.
